Well, it LOOKS like Ken Urquhart did the job, but keep in mind it was
hubbard who was his master and boss. So Urquhart NEVER did this
without approval of his master Hubbard.
You have NOTHING to support this with, ABSOLUTELY NOTHING...
Conclusion is justified that it was, in legal terms, Hubbard who
created the RPF, using Urquhart as his tool.

The year 1969 is incorrect. EPF came much later also. In addition the
EPF/DPF and RPF are a very different thing, VERY different. There is
NO relation with RPF. Obviously you know nothing about these matters
or what they are for.

true......

You better back up your claim with hard evidence. We know you never
