On topic: You seem to have no other answer than suggesting is was
someone else, maybe even this mysterious doppelganger of Hubbard that
established the RPF.

Well, it LOOKS like Ken Urquhart did the job, but keep in mind it was
hubbard who was his master and boss. So Urquhart NEVER did this
without approval of his master Hubbard.
Conclusion is justified that it was, in legal terms, Hubbard who
created the RPF, using Urquhart as his tool.
Suggesting that it MIGHT have been Hubbard's impostor who created the
RPF is insane. Especially when looking at the history of PPF and DPF,
both established by Hubbard around 1969.
But as it is negative to your glorious guru Hubbard, it CAN'T be
true......
