Probably not. It's just a "simple" applying the homeostasis principle to what it means to have something present (that which generates the phobia) instead of absent (that which generates the addiction.) If the "bad thing" (object or situation) shows up, it disturbs the "normal" state too much, so the brain learns to try to avoid that object or situation.
War just might /be/ the "Survival mechanism gone to the extreme." Lots of smart folks claim we are "addicted to war." Or...., could it be that "homeostasis," 'keeping things the way they are' is operating within the realm of the war /makers/ and "normal" for them is being in power?
If we stopped all wars would we have "withdrawal symptoms?" Clearly, some would.
